As a HCVP landlord, you are the boss. You charge the same market rate for rent to an HCVP participant as you would any other tenant. And your rents are exempt from rent control. HUD has created a maximum ceiling rent that DCHA cannot exceed. This varies by sub-markets and is based on the number of bedrooms in the unit. DCHA encourages landlords to screen HCVP participants as they would any other renter.
You won’t have to deal with lots of paperwork. You sign your own lease with the tenant and a contract with HCVP. After the first year, the lease can be renewed on a month-to-month basis.
You will get timely rent payments by direct deposit. Participating landlords will receive timely housing assistance payments (HAP) each month by direct deposit. If your participating tenant has a loss in income and they report the loss to us in a timely manner we will make the adjustment to pay a higher portion of the rent (up to the full lease rent) starting the following month. DCHA will adjust its portion of the rent only when there is another reported change in your tenant’s household income.
You should never have high vacancy rates. Because of the city’s lack of affordable housing you shouldn’t worry about having high vacancy rates. Landlords can select their own criteria for tenants, as long as they follow local and federal fair housing guidelines.
Free annual inspections. Free annual inspections are designed to make sure the landlord’s property is kept in decent, safe, and sanitary condition—in short that they comply with federal Housing Quality Standards (HQS) set by the U.S. Department of Housing and Urban Development Housing (HUD). Before your unit is rented to an HCVP participant it will be inspected to ensure it meets these standards, and then once a year thereafter. These annual inspections will be free of charge unless the unit fails two consecutive inspections for owner violations, at which point you will be charged $75 for a third inspection. If your unit final fails an inspection, you will have 30 days to make the repairs. NOTE: Emergency violations must be corrected or repaired within 48 hours. A unit must be in compliance with Housing Quality Standards (HQS) in order for DCHA to pay you its portion of monthly rent.

- Find a Tenant with an active voucher . Once you find a Tenant, please print the lease up package.
- Please assemble the documentation requested on the Lease Up Package Checklist, complete the attached forms and scan the resulting package to a .pdf file.
- Please login at https://dcha.hcvportal.org using “Guest@dchousing.org” as the login and “welcome1” as the password.
- Click on “MOVE UPLOAD MY RTA”. Select “Guest Owner” from the Vendor drop-down
- Complete the Tenant Name, Unit Address and Voucher # fields
- Click on [Select Files] and attach your scanned Lease Up Package
- Click [Submit] to send us the Lease Up Package
- Once we receive the package, we will create an Owner record for you and provide you with a Payee Code. This, along with your email address, will allow you to register for your individual Owner Portal account.
- If all materials are present in the transmitted package, we will notify you of your inspection date (via email) within 14 days of receipt. Once all documents have been received and the unit passes inspection, the tenant can move in.
